Clinical Laboratory Improvement Program

One of the agencies that provides regulatory oversight of the Evans Laboratory is the Department of Defense Office of Clinical Laboratory Affairs (OCLA) at the Armed Forces Institute of Pathology (AFIP) in Washington, D.C.  This office oversees the execution and compliance with the Clinical Laboratory Improvement Program (CLIP).  This program mandates many things, to include specific education levels for personnel performing each category of testing, performance of quality control and who provides professional oversight at each facility. 

The CLIP is a mirror image of the Clinical Laboratory Improvement Amendments of 1988 that governs civilian laboratories.  The only difference is that CLIP makes exceptions for laboratories that are deployed and cannot participate in proficiency testing.
